Why Pennsylvania’s Middle Class Needs Relief

“Pennsylvanians, the hour is upon us to forge a future worthy of our proud Commonwealth. We stand at a crossroads where the hopes of the middle class, the backbone of our society, demand bold and resolute action. Together, we shall build a Pennsylvania where fairness reigns, opportunity flourishes, and every family can claim its rightful share of prosperity.”

  • Provide a refundable tax credit up to $2,500- Families earning between $65,000 and $150,000 annually. This will  increase your take-home pay by reducing your state income tax burden.

  • To recognize and reward individuals who take personal responsibility for their financial well-being and contribute positively to Pennsylvania’s economic property.

A  $5,000 tax-free rebate for hardworking Pennsylvanians who demonstrate self-reliance by responsibly managing their financial obligations such as taxes and mortgages.

  • This program lowers the taxable assessed value of your primary residence by a fixed amount—between $50,000 and $75,000

As this will directly reduce your annual property tax bill. This applies to homeowners earning between $50,000 to $150,000 to protect your biggest investment: your home.

  • This program will limit your annual property tax increase to between 3% and 5% if your household income is between $45,000 to $150,000 after applying the Homestead Exemption. This cap protects middle-class homeowners from sudden spikes in property taxes. Additionally, if your property taxes rise beyond a certain percentage of your household income, the program offers rebates to help ease the financial burden.

  • Pennsylvania’s tax system places a heavy burden on the middle class, yet delivers little in return. From state income and sales taxes to local property levies, property taxes,  inefficiencies and redundancies drain hardworking citizens. Comprehensive reform is essential to restore fairness, increase transparency, and ensure taxpayer contributions serve the common good—not bureaucracy. The future prosperity and dignity of Pennsylvania depend on decisive action.

  • The Working Families Tax Relief Act exempts overtime below 25 hours and below 300 tips from state income tax, increasing take-home pay for nearly half of Pennsylvania’s workers. For retired seniors, a 50% property tax reduction will honor their lifelong contributions. These measures promote fairness and support those who build our Commonwealth every day.

    • Property taxes remain one of the highest burdens in Pennsylvania, with only slight increases reflecting inflation and property value changes.

    • The local earned income tax continues to be a significant factor in Pennsylvania’s tax burden, unchanged in range.

    • The state income tax remains a flat rate at 3.07%, providing moderate overall state tax pressure compared to progressive sy.

    • Sales tax rates are steady, with minor local adjustments but generally consistent with prior years.

    • Gasoline tax has slightly increased, maintaining Pennsylvania’s position among states with the highest gas taxes.

    • The cost of living and healthcare and energy costs continue to be above the national average, reflecting ongoing inflationary pressures and regional economic factors.

    • The unemployment rate has slightly improved but remains close to the national average.

This 2024 snapshot confirms Pennsylvania’s position as a state with relatively high property and local income taxes, above-average cost of living, and moderate state income tax, consistent with recent years but adjusted for inflation and economic shifts.

Taxes

  • Rent payments in Pennsylvania have now become higher than average mortgage costs, making it harder for many renters to afford their homes. To protect renters from sudden and steep rent increases, this plan puts a limit on how much rent can go up each year—capping it at 2 to 3 percent. A special committee will review any requests to raise rent beyond this limit, making sure those increases are fair and necessary. This system helps keep housing affordable, stable, and transparent, so renters can feel secure in their homes without worrying about unexpected rent spikes.

  • A New Approach to Combat Rising Gas Prices

Rising gasoline costs are putting a strain on hardworking Pennsylvania families. Unlike other states, Pennsylvania has yet to implement direct financial assistance programs to ease this burden. My campaign is committed to changing that by introducing targeted fuel rebates and emergency support for those who need it most. Together, we can provide immediate relief, support economic fairness, and ensure that no family has to choose between filling their tank and paying other essential bills.

  • Pennsylvania is the largest electricity producer within the PJM footprint. It generates more electricity than any other state in the PJM region, primarily due to its diverse energy mix including natural gas, coal, nuclear, and renewables

Many families and businesses face rising and sometimes unaffordable electric bills. This isn’t right — and it’s time for change.

    What’s happening?

    • Electric bills are increasing rapidly.

    • Some rate hikes may be unjustified.

    • Utility companies are earning high profits while consumers struggle.

    What can be done?

    • Demand transparency and fairness from utility companies.

    • Push for reviews and challenges to unfair rate increases.

    • Advocate for returning excess profits to consumers.

    • Support expanded energy assistance programs for those in need.

    My commitment as governor

    • Direct the Pennsylvania Public Utility Commission to review recent rate hikes and utility profits.

    • Implement temporary rate freezes or refunds where necessary.

    • Ensure accountability and transparency in utility pricing.

    • Work to make electricity affordable for all Pennsylvanians.

Affordability

opportunity for all pennsylvania children

  • We want child care in Pennsylvania to be affordable for every family. Families will pay fees based on how much money they really make, after taxes, so it’s fair for everyone. This will make sure all children aged 1 to 5 can get good care while their parents work. Affordable child care helps kids grow strong and supports families. Join us to make child care fair and affordable for all.

  • Every child in Pennsylvania should have a chance to succeed, no matter their family’s income. We want the state to give every child a savings account at birth. This money can help pay for college, trade job training, buying/renting  a home, or starting a business when they grow up. This plan helps families break out of poverty and build a better future. Let’s give every child a strong financial start.

Fair Access to Roads for Every Driver

  • Millions of drivers without E-ZPass are forced to pay up to twice as much in tolls simply because they don’t have an electronic toll pass. This unfair surcharge penalizes those who prefer or need to pay by mail, creating a financial burden and discouraging fair access to our roads.

    Our Goal

We want fair, equal toll rates for every driver, regardless of how they pay. No one should be charged extra just because they don’t use electronic tolling.

  • Pennsylvania drivers will benefit from my campaign, which supports changing the inspection requirement for vehicles model year 2020 and newer to every two years instead of annually. This update saves money and reduces hassle without compromising safety. As more people drive newer models and electric vehicles, it’s time to modernize the annual inspection rule.

  • Education should empower parents to choose the best learning environment for their children, reflecting the unique needs and aspirations of each family. However, the current governor’s focus remains predominantly on public schools, overlooking the importance of expanding school choice options such as school vouchers. These vouchers allow families to access a wider range of educational opportunities, including private and charter schools, ensuring that tax dollars invested in education support all students fairly rather than favoring one system. Emphasizing school vouchers alongside public education promotes equity, competition, and ultimately better outcomes for every child in Pennsylvania.

  • Commonwealth University is a bold vision to transform education in Pennsylvania by focusing on practical trade skills and career-ready training for recent high school graduates, reservists, and veterans. This university will bridge the gap between education and employment, offering hands-on learning alongside vital mental health and medical support through an on-site hospital. By partnering with state agencies and local businesses, Commonwealth University will drive economic growth, reduce unemployment, and empower communities across the state. This initiative is a commitment to accessible, relevant education that prepares Pennsylvanians for the jobs of today and tomorrow — building a stronger, more prosperous future for all.

Education

  • The Workplace Rest and Mental Act will guarantee true rest during paid leave, prohibiting work-related contact and promoting mental health. Our workers deserve nothing less than full recovery and respect for their well-being.

Mental health

  • With the Pennsylvania Budget Stability Act, we will implement biennial budgeting and automatic continuing resolutions to protect essential services from disruption. The Accountability and Transparency Initiative will enforce strict audits and public reporting, safeguarding taxpayer money and restoring public trust.
